Shelby County Commissioners

COMMISSIONERS: John Laws(chairman), Dale DeLoye,  and Larry Kleinhans.

LOCATION: First floor of Shelby County Annex, 129 E. Court St.

HOURS: Monday through Friday, 9 a.m. to 4 p.m. Commissioners hold meetings on Tuesday and Thursday.

DUTIES: The commissioners are responsible for the proper management of county funds, buildings and property as well as for approving and entering into all contracts for Shelby County. The commissioners are elected and serve four-year terms.

Shelby County Adult Probation Department

JUDGE: John D. Schmitt.

CHIEF PROBATION OFFICER: Cindy Miller.

LOCATION: Third floor, Shelby County Courthouse.

HOURS: Monday through Friday, 8:30 a.m. to 4 p.m.

DUTIES: To
supervise criminal defendants who are on probation coordination for the court's community service program, and to conduct background checks on defendants and make recommendations to the judge concerning sentencing.

Shelby County Auditor

AUDITOR: Joseph Deweese.

LOCATION: Shelby County Annex, second floor.

HOURS: Monday through Friday 8:30 a.m. to 4:30 p.m.

DUTIES: Chief fiscal officer for county, responsible for accounting for all receipt and issuing payment for all county obligations. Responsible for administering real estate, personal property, trailer tax, and special
assessments. Maintains record for real estate appraisal information. The office also inspects weights and measuring instruments in the county and issues licenses for dogs, kennel, vendors and cigarettes.

Shelby County Clerk of Courts

CLERK OF COURTS: Judy Snodgrass.

LOCATION: Shelby County Courthouse, third floor.

HOURS: Monday through Thursday, 8:30 a.m. to 4 p.m. and Friday from 8:30 a.m. to 6 p.m.

DUTIES: Maintains records of criminal, civil and domestic (divorces and dissolutions) cases filed in Shelby County Common Pleas Court as well as costs associated with cases. Conducts draws for jury pools in cases that need a jury. Passports can be obtained at this office also.

Shelby County Title Department

CLERK OF COURTS: Judy Snodgrass (this is a division of the clerk of courts office).

LOCATION: 1000 Milligan Court, east of downtown Sidney along Ohio 47.

HOURS: Mondays from 8:30 a.m. to 6 p.m., Tuesday through Friday from 8:30 a.m. to 4:30 p.m., and Saturday from 8 a.m. to noon.

DUTIES: Handles issuance and transfer of ownership titles on vehicles and some watercraft, trailers and motors. Issues watercraft registration. Maintains records on titles.

Shelby County Board of Elections

DIRECTOR: Kay Baker

LOCATION: Shelby County Annex, first floor.

BOARD MEMBERS: Jim Bashore (chairman), Stanley Shuster, Ralph Elarman, Ralph Bauer.

HOURS: Monday through Friday 9 a.m. to 4 p.m.

DUTIES: Prepare and maintain voter records and ballors; register voters and keep information on individual registrations; provide and maintain petitions for candidates and check their validity; count ballots on election nights; assure a polling place in each county precinct and staff on election days; prepare and maintain all financial records of candidates and political action committees.

Shelby County Educational Service Center
(formerly Board of Education)

SUPERINTENDENT: Mary Lou Holly.

BOARD MEMBERS:  Jeffery Replogle, Randy Sailor, Roger L. Lentz, Dennis York, Madeline Maurer and Sharon Waldsmith (Treasurer).

LOCATION: Shelby County Annex, Fourth floor.

HOURS: Monday through Friday 8 a.m. to 4 p.m.

DUTIES: Guide and provide support for educational program in the seven local school districts in Shelby County (excluding Sidney City Schools).

Shelby County Child Support Enforcement Agency

DIRECTOR:

LOCATION: Shelby County Courthouse, ground floor.

HOURS: Monday through Friday, 8:30 a.m. to 4 p.m.

DUTIES: Collects payments from absent parents and distributes the money to custodial parents in Shelby County. Investigates cases of paternity for Shelby County Probate Court.

Shelby County Children's Services

DIRECTOR: Thomas Bey

LOCATION: 401 E. Court St.

HOURS: Monday through Friday 7:30 a.m. to 4 p.m.

DUTIES: Investigates matters involving children in Shelby County.

Shelby County Recorder

COUNTY RECORDER: Janet Becker.

LOCATION: Second floor of the Shelby County Annex.

HOURS: Monday through Thursday 8:30 a.m. to 4 p.m. and Friday 8:30 a.m. to 6 p.m.

DUTIES: Records all land transactions, mortages, military discharge papers and other legal documents. Also provides assistance to persons doing genealogical research.

Shelby County Sheriff's Department

SHERIFF: Mark Schemmel.

LOCATION: 555 Gearhart Road.

HOURS: Monday through Friday 8 a.m. to 4 p.m.

DUTIES: Chief law enforcement agency in Shelby County. Also in charge of crime prevention services, dispatching of emergency services and operation of the Shelby County Jail.

Shelby County Common Pleas Court

JUDGE: John D. Schmitt.

MAGISTRATE: Gary Carter.

LOCATION: Shelby County Courthouse, third floor.

HOURS: Monday through Friday 8:30 a.m. to 4 p.m.

DUTIES: The court has countywide jurisdiction in all felony criminal cases, all civil cases, and all divorces and dissolutions. Carter hears domestic cases (divorces and dissolutions) and makes recommendations to Schmitt.

Shelby County Engineer

COUNTY ENGINEER: Robert B. Geuy

LOCATION: 500 Gearhart Road.

HOURS: Monday through Friday 7:30 a.m. to 4 p.m.

DUTIES: Maintains roads and bridges, inspect bridges annually, erects roadside signs, investigates drainage problems for county commissioners.

Sidney-Shelby County Health Department

HEALTH COMMISSIONER: Dr. Fred Boyer.

LOCATION: 202 E. Poplar St.

BOARD MEMBERS: Gwen Stevenson (chair), Dr. Brad Berlekamp, Dr. Jerome Mestemaker, Joe Seger.

HOURS: 8:30 a.m. to 4 p.m.

DUTIES: The staff of nurses provides clinics, education and nursing services in schools and to individuals. Sanitarians provide inspections for public safety of food service, swimming and recreation facilities and solid waste disposal facilities. Vital statistics for the county are recorded.

Shelby County Department of Human Services

DIRECTOR: Terry Pellman

LOCATION: Third floor, Shelby County Annex.

HOURS: Monday through Friday 8 a.m. to 5 p.m.

DUTIES: Provide financial assistance in the form of medical coverage, child care, food stamps, etc. Also offered is an adult protection program, a domestic violence program and a work fair program.

Shelby County Juvenile Court

JUDGE: Norman P. Smith.

LOCATION: Second floor, courthouse.

HOURS: Monday through Thursday 8:30 a.m. to 4 p.m. and Friday 8:30 a.m. to 5 p.m.

DUTIES: The court handles criminal cases involving Shelby County youths under age 18 charged with deliquency, unruliness or a traffic offense. Cases of child neglect, dependency and abuse are heard by the court. The court's probation department keeps track of offenders. This is a division of Common Pleas Court.

Shelby County Probate Court

JUDGE: Norman P. Smith.

LOCATION: Second floor, courthouse.

HOURS: Monday through Thursday 8:30 a.m. to 4 p.m. and Friday 8:30 a.m. to 5 p.m.

DUTIES: Probably best-known as the place where marriage licenses are issued, the court also is responsible for admissions of wills to probate, settlement of estates, appointment and supervision of guardians, adoptions, hearings on mental illness and committments to state institutions, trusts, name changes, birth certificate corrections and storage of birth and death records from 1867 to 1908. This is a division of Common Pleas Court.

Shelby County Prosecuting Attorney

COUNTY PROSECUTOR: James Stevenson.

LOCATION: 126 N. Main Ave.

HOURS: Monday through Friday 8 a.m. to 5 p.m.

DUTIES: The prosecutor and staff advise and represent county and township officials and agenies; handle legal proceedings for felony criminal cases in cases in Shelby County Common Please Court and Sidney Municipal Court; and seeks collections for child support and delinquent real estate taxes.

Shelby County Public Defender

PUBLIC DEFENDER: William Zimmerman.

LOCATION: Fourth floor, Ohio Building, 113 N. Ohio Ave.

HOURS: Monday through Friday 8:30 a.m. to 5 p.m.

DUTIES: Representation of indigent people in court cases where there's the possibility of jail time being served. The Public Defender's Office also handles a variety of other cases, such as child support, and juveniles in juvenile court. The office also handles appeals.

Shelby County Emergency Management Agency

DIRECTOR: Mike Martz

LOCATION: 800 Fair Road.

HOURS: Monday through Friday 8 a.m. to 4 p.m.

DUTIES: Development and coordination of an emergency operations plan for response to disasters that might occur in the county. Also provides information to the public concerning disaster preparedness. Formerly called Shelby County Civil Defense.

Shelby County Treasurer

TREASURER: Mary Ellen Allenbaugh.

LOCATION: Second floor of the Shelby County Annex.

HOURS: Monday through Thursday 8:30 a.m. to 4 p.m. and Friday 8:30 a.m. to 6 p.m.

DUTIES: Collects taxes for the county, including real extate and personal property taxes. Also handles investments of county funds.

Shelby County Veterans Services

VETERANS SERVICES OFFICER: Tom Clay.

BOARD MEMBERS: Weldon Oakley (president), Frank Lunsford, Mike Jones, Don Harp and Harry Phlipot.

LOCATION: Monumental Building, ground floor.

HOURS: Monday through Friday 8:30 a.m. to 4 p.m.

DUTIES: Provide assistance to veterans of Shelby County. The assistance includes financial aid to veterans in need, transportation to medical facilities and helby in filling out forms for Veterans Administration assistance.

Shelby County Coroner

COUNTY CORONER: Dr. Phillip A. Edwards.

LOCATION: 915 W. Michigan St.

HOURS: On call 24 hours a day, seven days a week.

DUTIES: Investigate all criminal, violent, and suspicious deaths in the county as well as all deaths in public places and during surgical procedures.

Shelby County Park District

MANAGER: Richard Millhouse.

BOARD MEMBERS: Richard Bryan (president), Dean Kimpel, Jim Overholt.

LOCATION: Fessler-Buxton Road, Lockington.

HOURS: 9 a.m. to 5 p.m., Monday through Friday.

DUTIES: The Park District operates preserved recreational areas at Lockington Reserve, Bornhorst Woods, Hardin Park and Helen's Cove.

BOARD MEETINGS: Third Thursday of the month at 5:30 p.m. at the park office.
